Thank you for joining us on the provider call this afternoon! For those of you unable to join us, please look for our FAQ to be sent out with tomorrows update.

 

GREAT NEWS!  We have successfully kicked off our First Responder/Essential Medical Personnel Child Care Support program! ELC has been flooded with phone calls from these essential personnel and have already begun responding. Here is a summary of how it works now:

1. First Responder/Essential Medical Personnel contact ELCMC  (Either Elizabeth Deola 352-369-2315, Ext. 234 or LaTrisha Sims, Ext. 214) to inquire about the process.
2. ELCMC Staff gather the following pieces of information from the qualifying parent:
   1. Parent Name
   2. Parent Phone Number
   3. Employer Name
   4. Employer Phone Number or Human Resources Fax Number
   5. Current Provider, if applicable
3. First Responder/Essential Medical Personnel will then go to our website and apply for services through the Parent Portal: https://familyservices.floridaearlylearning.com/Account/Login
   1. They need to first register for an account – then apply for School Readiness services

• TIP:  If they already had services (SR or VPK) they should log in with the email address they have used previously
• TIP: If they are already receiving services for School Readiness, they do not need to reapply, they should call to let us know they qualify for this program.

1. Once we process the referral, we will enroll the family at their selected provider – a majority of the families we have spoken with already are attending your sites.

NOTE: For families who haven’t chosen a provider yet, we are going to be sending them the list of open sites through our CCR&R database and asking them to make contact with you to ensure you have availability. You will follow the same enrollment process as you would for any other school readiness child through the Provider Portal and attendance should be documented as you typically would and accompanied by sign in/out sheets.

 

 

Cleaning Supplies and Toilet Paper – ELCMC has been busy trying to find these items to support your efforts to remain open – during our Well Calls we will be inquiring as to need and setting up a distribution process to get you the items we have been able to acquire.

1. School Readiness and VPK attendance is due by midnight TONIGHT!  Please upload Sign In/Out sheets and VPK Long/Short Forms to BlueJean.
   • Attached are the instructions for attendance completion and the FAQ’s
   • For sites that voluntarily closed in March – Our staff entered your temporary closure effective the dates you submitted in writing to us. On your rosters you should see an asterisk (*) in each day for each enrolled student for the days you were closed. If you do see the asterisk, go ahead and enter the absent days for the timeframe you were open for all enrolled children and submit using the attached guidance. If you do not see the asterisk – please contact us right away!
   • Reimbursement dates are NOT changing – March payments will be received on 4/21/2020.

There are financial supports available for families through the United Way of Marion County, Marion County Homeless Council, and Interfaith – contact 2-1-1 and ask for a referral to either to Marion County Homeless Council or Interfaith for the COVID-19 Assistance Fund through the United Way of Marion County.

1. Governor DeSantis issues a stay-at-home executive order, here is the link: DeSantis Executive Order 2020-91.

IMPORTANT DETAILS FOR CHILDCARE PROVIDERS:

1. Childcare must be carried out in stable groups of 10 or fewer (inclusive of childcare providers for the group).
2. Children and child care providers shall not change from one group to another.
3. lf more than one group of children is cared for at one facility, each group shall be in a separate room. Groups shall not mix or interact with each other.

     • You can remain open to serve the families of essential workers and first responders.
     • You do NOT need to send a notice to the MCSO – this is updated from previous communication. Thank you to all who did send a notice!

Plans are currently being finalized with ELC’s and OEL to assist First Responders and Essential Health Care Personnel obtain childcare services so that they can continue to awesome front-line work they are doing to help our community combat this pandemic. Good afternoon everyone,

Today was extremely busy with our community preparing for the Governors stay-at-home executive order to go into effect this evening. We urge everyone to stay calm and use the resources available to you. Here is a link to the entire order released yesterday for anyone interested in reviewing it: DeSantis Executive Order 2020-91

 

We suspect the number of children you have attending will drop as a result of this order. However, we are expecting approval any day now to provide fully funded child care to the children of first responders and healthcare workers regardless of their income levels. This may bring in more clients. It also applies to any clients you currently have as well. Referral forms will be sent to give to these parents as soon as we get final approval from the state.

 

For those of you that are open please consider remaining open as long as you can and as long as you think it is safe to do so. Remember you are being paid for every enrolled child whether you have a few or many children in care each day. With regard to your parents and deciding who is essential or not that is for each of them to decide. You do not have to be the essential police, leave that for law enforcement and others to enforce. We recommend that you serve whoever shows up as long as they are healthy, symptom and virus free.  However, if you run out of space to serve the children of truly essential parents, such as first responders, feel free to invoke these Executive Orders as justification to make room for those that need our care the most.

 

We have high need for qualified teachers who have the necessary background screening and credentials to teach in a classroom – if you have decided to close for this timeframe, please consider reaching out to your teaching staff and urge them to contact me (forward this email) and I will connect them with a provider who is in need to teachers in order to continue to serve essential working families. Currently Future Stars Preschool Academy (site name included by request) is looking to fill teaching position and has capacity to serve additional families.

Guidance for Providers Serving High-Risk Children attending on a Referral:

Current DCF requirement at this time: Unless the child or someone in the household has a compromised immune system or they have flu-like symptoms and they have been advised to remain home or self-quarantine, they should continue to comply with the Rilya Wilson Act. If daycares and schools close down, they will be unable to comply with the Rilya Wilson Act for the period of time that they are closed.  This should be considered an excused reason for the violation of the Rilya Wilson Act.

 

What does this mean to you? Continue to follow the requirements for Rilya Wilson families who are still attending services – reach out to the case workers and let ELCMC know if children are absent without contact from the caregiver/parent. Please use caution when communication by email and do not use child or parent/caregiver names. You can continue to upload communication to BlueJean regarding absenteeism without communication from the parent/caregiver. You can typically find case worker contact information on the School Readiness Certificate in the Provider Portal.

Guidance for Providers:

• Childcare facilities providing services that enable employees exempted in this Order to work as permitted are approved to remain open. To the extent possible, childcare facilities should operate under the

following mandatory conditions:

1. Childcare must be carried out in stable groups of 10 or fewer (inclusive of childcare providers for the group).
2. Children and child care providers shall not change from one group to another.
3. lf more than one group of children is cared for at one facility, each group shall be in a separate room. Groups shall not mix or interact with each other.
