Good Evening Everyone,

We had a very productive provider meeting this afternoon and would like to thank everyone who was able to participate and those we were able to catch up with afterwards. We are working on the notes and compiling the great questions submitted and should have something to send out in tomorrow’s update. As each day goes by, we are getting closer to answering your questions and finding additional supports.

Below you will find the todays update:

  • Ocala/Marion County Chamber & Economic Partnership (CEP) is releasing a small business loan application TOMORROW (3/25/2020)! Below are the brief details we know now:
    • Loan Applications will open up on 3/25/2020 – click here: https://ocalacep.com/  ß we urge you to act FAST if you are interested in this opportunity as the funding will be depleted quickly!
    • Loans will be up to $25,000 per application (you can request a lesser amount)
    • The repayment period is 36 months broken into the following repayment plan:
      • Months 0-6: No Payment
      • Months 7-12: Interest only
      • Months 13-36: Principle + Interest
    • CEP believes the turn around time between application receipt, approval decision, and financial distribution will be minimal in order to help as soon as possible although no exact timeframe was given.
    • Ocala Star Banner published an article this morning with additional details: Loan program would help Marion County’s small businesses

  • Parent Fee Waiver Survey and Additional Information:
    • ELCMC has received a couple of comments now regarding concerns about School Readiness Parent Fees being waived and paid out to providers by ELCMC – please provide your feedback in this 2-minute survey so we can address these concerns: Parent Fee Waiver Survey
    • We have received confirmation from OEL Executive Director, Shan Goff regarding the start date for SR Parent Fee Waivers – this will be effective April 1, 2020ELCMC will be paying you the entire ELCMC approved Market Rate for each child enrolled in your program based on Provider Type, Child Age, and Child Eligibility (FT/PT)
    • You MAY still charge SR parents ONLY your differential rate.
    • You MAY NOT charge a parent their Parent Fee + Differential
    • Differential Fees are REQUIRED to be listed on your private pay rate sheet uploaded to your Provider Profile.
    • You can find the approved Market Rate in your SR Contract located in your Provider Profile.

What to do If Sick CDC 03.2020

Good Afternoon Everyone,

WOW! So much has changed just since my update went out last Friday! Thank you so very much for your continued resilience and open communication with our team while we work TOGETHER to combat COVID-19 and support the families we serve!

Today – Let’s talk about Best Practices for Child Care Facilities:

  1. Stay Informed and Inform your Families: Attached you will find some useful handouts you can use with the families in your care. These handouts are created by the CDC and are being implemented already in one of our sites. If you would like some printed copies for your site – let us know and we are happy to get you hard copies for distribution.
  2. Change Your Morning Greeting Ritual:
    • Move your sign in table outside – Encourage parents to sign their children in outside the front door and have a staff member escort the children to their classroom to reduce foot traffic inside the building.

Ø      You can even make it fun by giving the special escort a “uniform” – maybe a super hero cape or cute animal headband – this helps ease the children into the new routine by making it fun!

Ø     Before the kiddos come into the building check their temperature and do a quick Wellness Check – a digital thermometer can quickly tell you. Ensure you follow your sickness policy for attendance. ELCMC has some examples of policies from other providers if you need a sample to follow.

    • Set up your Sign In area with gloves and sanitizer (see below for recipe to make your own below) for parents coming in the building/home.

  • ELCMC Staff are conducting DAILY Provider Wellness Calls – our Quality Team will be contacting you just to see how things are going, ensure you are doing well, and gauge any needs ELCMC can work on to assist you. Please feel free to express needs to our team and we will begin to look into how we can help.
    • So far we have gotten requests for assistance with the following items:
      • Paper Products: Toilet Paper, Paper Towels, Tissues, Napkins, Plates
      • Cleaning/Sanitizing Products: Lysol Spray, Bleach, Hand Sanitizer, Clorox Wipes, Sanitizing Spray
      • Consumable Art Materials: Construction Paper, Crayons, Glue, Etc.

Today is the day we have been waiting for! ELC Leadership across the state spent the morning finalizing supports for providers to assist you in continuing the INCREDIBLE WORK you have been doing! You can anticipate a follow up letter to arrive via email from the Office of Early Learning within the next few days that provides details around the great informational pieces listed below:

ELCMC Operational Plans as of March 16, 2020: UPDATES! (ALL NEW!)

 

  1. As of the release of this notice, ELCMC is CLOSED TO THE PUBLIC. Staff will still be working inside the building and will be conducting business by phone and email.
  2. The Coalition is working with some of our faith-based providers on options for providing childcare for our first responders and medical personnel.

ELC’s/OEL’s Actions to Mitigate Effects of COVID-19: UPDATES! (ALL NEW!)

For Providers who are choosing to remain OPEN:

  1. Effective March 1, 2020: All SR & VPK Enrollments will be reimbursed for providers who remain OPEN –
  • No doctors’ notes are required
  • No cap on absences – all children enrolled for VPK and SR services will be PAID!
  1. ELCMC will be waiving all PARENT CO-PAYS – (we are still awaiting the start date for this – more to come)
  • ELCMC will be paying you the entire ELCMC approved Market Rate for each child enrolled in your program based on Provider Type, Child Age, and Child Eligibility (FT/PT)
  • You MAY still charge SR parents ONLY your differential rate.
  • You MAY NOT charge a parent their Parent Fee + Differential

For Providers who chose to CLOSE:

  1. There is language coming on reimbursements for you, however more clarification is needed before we can tell you what that is.
  2. VPK Providers who chose to close, please DO NOT update your VPK Calendar until more guidance is received.

For ALL Providers:

  1. Effective Immediately – SR Providers no longer need to conduct ASQ Screenings.
    • You still have access to the ASQ System if you have a concern about a child’s development and ELCMC Staff are here to support you with Inclusion Services.
  1. Effective Immediately – VPK Providers do NOT have to complete the VPK Assessment #3.
    • ELCMC recommends VPK sites that remain open still conduct the AP3, however, there is no penalty if you do not complete it.
  1. Effective Immediately – VPK Providers do NOT have to enter AP3 Assessment Data into Bright Beginnings.

New questions are added to the bottom of the page and will now be marked with the same “ßNEW!” logo to assist you in finding the new questions and answers – the new FAQs will be released tomorrow.

COVID-19 ELCMC Guidance #2 3.16.2020

Good Afternoon Providers,

Please find attached a detailed update on the COVID-19 Virus impacting us. You can expect a daily update by email from the ELCMC team around 5pm, Monday through Friday – or as breaking news is released.

  • As of the release of this notice, ELCMC is NOT planning to close our office. However, effective Wednesday, March 18, 2020 through April 5, 2020 – ELCMC will close to the public at 3:30 PM daily. This will allow ELCMC Office staff to sanitize our building thoroughly.
  • Attendance and Emergency Closure Procedures remain the same at this time:
    • Private childcare businesses who choose to close at this time will not qualify for reimbursement under the school readiness program emergency closure guidelines.
  • Private childcare business who remain open should operate as they would on a typical day. Typical attendance tracking (sign in/out sheets and attendance rosters) should be maintained and submitted during appropriate times as usual.
